


Power consumers in North and North-West Delhi will now be able to get up to a maximum of four compact fluorescent lamps (CFLs) at Rs.15 each in exchange of equal number of working incandescent bulbs. Power distribution company NDPL on Monday announced the signing of a tripartite agreement with Bureau of Energy Efficiency and C-Quest Capital to implement BEE's Bachat Lamp Yojana in its distribution network of North and North-West Delhi.
According to a company official, under the Bachat Lamp Yojana scheme all NDPL consumers can get up to a maximum of four CFLs at Rs.15 each in exchange of equal number of working incandescent bulbs. “This is expected to result in a reduction of 100 MW in the peak demand for NDPL and energy savings of over 100 million kWh annually. The entire project is financed by C-Quest Capital and C-Quest will earn revenue through sale of carbon credits. NDPL and C-Quest Capital will distribute about 15lakh CFLs in NDPL's distribution area,” said a company spokesperson.
This is the first agreement to be signed after the BEE's Bachat Lamp Yojana Programme of Activities (PoA) was officially registered with the United Nations Framework Convention on Climate Change on April 29, 2010.
Unique platform
“The Bachat Lamp Yojana promotes replacement of inefficient bulbs with CFLs by leveraging the sale of certified emission rights under the clean development mechanism (CDM) of the Kyoto Protocol. The scheme provides a unique platform for a robust public-private partnership between the Union Government, private sector CFL suppliers and State level electricity distribution companies (discoms) and provides a the framework to distribute high quality CFLs at about Rs.15 per piece to the households of the country,” the official said referring to the scheme.
Under the scheme only 60 Watt and 100 Watt incandescent lamps have to be replaced with 11to15 Watt and 20 -25 Watt CFLs respectively. BEE will undertake monitoring of each project area as required under an approved methodology of CDM.
